abstract: Aru Islands regency was established by Act No. 40 of 2003 with the
purpose of optimizing governance, improve services more effectively and efficiently, as well as extending the reach and quality of public services. Aru Islands are part of Maluku province and territory in the framework of the Unitary State of the Republic of Indonesia has duties and responsibilities similar to achieve national goals as mandated in the preamble to the 1945 Constitution, which protect all the people of Indonesia and the entire country of Indonesia and to advance the general prosperity, the intellectual life of the nation, and participate in the establishment of a world order based on freedom, abiding peace and social justice. In accordance with the objectives set out in the Act of 1945 to the fourth paragraph, the district is still considered very Aru islands need public facilities engaged in the area of education as a public library. Because the district Aru islands, especially in the capital of the district which is located at Dobo has been no public service facilities such as the local public library. Selaian this facility was also very helpful education level for the parties who can not continue their education to the next level. Therefore, the local government district of Aru islands means of education development plan in accordance with RPJMD (Rencana Pembangunan Jangka Menengah Daerah).
